In accordance with these regulations, for passengers with foreign nationality, in cases of children without their own passports: a passport of the legal representative (biological father, biological mother, adoptive father, adoptive mother or the legal guardian) of the child containing the following information: full name, date of birth and photo of such child can be accepted. There is no need for a legal representative to accompany children for aviation procedures.

A permanent residency card issued by the immigration authority to a foreigner who is permitted to reside indefinitely in Vietnam is valid as visa replacement.
Temporary residence cards issued by the immigration authority or a competent authority under the Ministry of Foreign Affairs to a foreigner who is permitted to reside for a definite period of time in Vietnam is valid as visa replacement.
Driver’s licenses (cars, motorcycles) of Vietnam: in the case of using a foreign driver’s license, an international driver’s license (IDP) and a national driver’s license owned by the passengers must be brought along, in compliance with the provisions of Circular No. 29/2015/TT-BGTVT dated July 6th, 2015 by the Ministry of Transport.
Identification cards issued by Vietnamese airlines: airlines at their discretion determine which carrier’s identification card is acceptable for their own check-in procedures and provide specific guidance in their airline security program.
For passengers of Vietnamese nationality who are younger than 14 years old, the aviation authority will accept passports of biological parents, adoptive parents, guardians, if personal identification form is not required, authorization of parents, guardians for children is no longer needed.
Passengers with Vietnamese nationality who are 14 years old or older are allowed to use various types of documents, including ID card, military identification card, police identification card, journalist’s card, driver’s license for cars and motorcycles issued in Vietnam, or identification cards of Vietnamese airlines.
In addition, the new regulations of the Civil Aviation Authority of Vietnam remove the note that foreign papers (such as foreign passports or laissez-passers, separate visas, permanent residency cards, temporary residence cards issued by Vietnam) must have a Vietnamese entry and exit stamp according to regulations.
In the case of using a foreign driver’s license, an international driver’s license (IDP) or a national driver’s license owned by the passenger, this license must be brought along, in compliance with the provisions of Circular No. 29/2015/TT-BGTVT dated July 6th , 2015 by the Ministry of Transport.
VNA departments should pay attention to these new regulations in their passenger services.
